061-19 (ITN) Pipe Bursting Unit Price Construction

The purpose of this Invitation to Negotiate (ITN) is to solicit pricing for trenchless rehabilitation to JEA’s gravity sewer system using the Pipe Bursting method. This work will be performed throughout the JEA service area. This Work to be performed is the installation of sewer mains by the pipe bursting method, including connecting to existing sewer mains, connecting to existing services or installing house connections. The Contractor will furnish all labor, equipment, materials, tools and appurtenances necessary for the performance and completion of the Work.

069-19 (ITN) Overhead and Underground Electrical Maintenance, Construction, and Repair Services

The purpose of this Invitation to Negotiate (ITN) is to solicit pricing and select a up to two (2) companies  that can provide overhead and underground distribution and transmission maintenance, construction and repair services at the best value and lowest cost to JEA.

Companies may bid on overhead services or underground services or both. The award will be made on a lowest price for each scope of services. Each scope of work is briefly defined below as:

Overhead distribution and maintenance: The scope of work includes pole removal, pole delivery, neighborhood overhead to underground conversion projects, pole maintenance, pole replacement, voltage conversion, and new line construction. Work includes projects that will restore electricity and increase reliability. Immediate response in emergency situations and hurricanes is required. JEA will provide all JEA standard materials. Contractor  may provide miscellaneous materials. Contractor may be required to work alongside JEA's own work forces or other contractor's work forces.

Underground distribution and maintenance: The scope of work includes construction and maintenance of distribution facilities of pre-cast and cast-in-place reinforced manholes, reinforced concrete ductbanks and open trenched or directional drilled conduit. The work also includes the installation and removal of primary and secondary cables, street lights, and street light cables associated with an underground electrical distribution system. Work will also include projects that will restore electricity and increase system reliability. An immediate response in emergency situations and hurricanes is required.

072-19 (RFP) Water/Wastewater Construction, Engineering and Inspection Services

JEA is soliciting Proposals for Construction, Engineering and Inspection (CEI) and other related professional services necessary to oversee the construction (by others) of various utility infrastructure improvement projects funded by JEA or others. Some projects may require FDOT Certification.

076-19 (ITN) JEA N02 CFB Boiler Simulator Replacement

The purpose of this Invitation to Negotiate (ITN) is to evaluate and select a Supplier to provide JEA with a turnkey replacement simulator for JEA’s N02 Circulating Fluidized Boiler at Northside Generating Station.  

The scope of the services includes the engineering, modeling, purchase, supply and installation of simulator equipment, including all software, programming and integration for the Northside Unit 2 CFB boiler, steam turbine and generator.  The Company shall:
• Provide simulator hardware, and software for an operator workstation, instructor workstation, ABB Symphony Plus (ABB S+) simulator and plant simulator
• Provide model development using data and information provided by JEA and reviewed by the successful bidder for accuracy and compatibility with their work
• Ensure that the simulator is capable of performing all tasks as defined by this specification
• Ensure that the simulator meets all performance criteria as defined by this specification
• Provide simulator documentation as defined by this specification
• Perform Inspection and Testing as defined by this specification
• Provide simulator training to JEA personnel as described by this specification

081-19 (ITN) Fire Resistant Clothing

The purpose of this Invitation to Negotiate (ITN) is to evaluate and select a vendor that can provide Hazard Risk Category (HRC) 2 Fire Resistant (FR) Clothing for JEA field employees, and provide the best value to JEA.  "Best Value" means the highest overall value to JEA with regards to pricing, quality, design, and workmanship. The Clothing will have a minimum Arc Rating of 8 Cal/Cm2. All shirts should have a material weight of 9 oz. or less, and all pants should have a material weight of 14 oz. or less.

084-19 (IFB) Installation of Transmission Circuits 937/955 Dinsmore Substation Interconnect

JEA is soliciting Bids from electrical construction contractors to provide construction services for a new overhead transmission interconnection into the new Dinsmore Substation which will involve the setting of five (5) new spun concrete transmission poles. Run new 1590ACSR “Falcon” conductors and 3#6 AW shield wire from the poles to the terminations inside the Substation. Re-frame one (1) existing steel transmission structure, transfer existing conductors / shield wire, and install all insulators / hardware.

A complete scope of work is provided in Appendix A - Technical Specifications.

To receive a copy of the Appendix A Technical Specifications, Bidders are required to fill out the Non-Disclosure Agreement (NDA) attached with this Bid and return it by email to the Purchasing Assistant, Lynn Rix at: rixlw@jea.com.Once the NDA has been executed, the Purchasing Assistant will email a copy of the technical specifications and drawings to the Bidder.  If the files are too large to email, JEA will provide flash drives at the prebid meeting.

085-19 (IFB) District Energy Systems (DES) Springfield 4MW Emergency Generator

JEA is soliciting Bids from Responsible Bidders to provide the installation of a new 4MW emergency generator as part of the resiliency upgrade of the District Energy Systems (DES) Springfield Chilled Water Plant. Work will include general site preparation, installation of a separate standalone fuel tank, concrete pads, switchgear and high power buried conduit/cable.

088-19 (IFB) Buckman - 5301 Buffalo Ave - Class IV Pump Station Rehabilitation

JEA is soliciting Bids from Responsible Bidders to provide construction services for the complete rehabilitation of the Longbranch Master Wastewater Pump Station (LMPS) located at 5301 Buffalo Ave, Jacksonville FL 32206. All work shall be done in accordance with the January 2019 Edition of JEA Water & Wastewater Standards Manual. Additional information can be found in 088-19 Appendix A Technical Specifications.

089-19 (IFB) 230/26kV Cecil Commerce Center North T2 Addition

JEA is soliciting Bids from electrical construction contractors for construction services at the Cecil Commerce Center Substation, located at 13701 Waterworks St. Jacksonville, FL 32221.

This project will construct/install a new JEA standard 230kV/26kV transformer in the T2 position at the existing Cecil Commerce Center North substation. The T2 transformer will connect two dedicated 26kV distribution circuits, 371 and 372, from the Cecil Commerce solar farm to the transmission grid. The T2 low side will also be provisioned for one additional feeder and one capacitor bank for possible future installation.

Contractor shall perform all site work necessary to prepare the existing rock yard for new foundations, ground grid additions, conduit installation, steel erection, 230kV and 26kV electrical equipment installation, etc. per the project drawings and specifications.

090-19 (IFB) Construction Services for the Biltmore ‘C’ Septic Tank Phase Out Project

JEA is soliciting Bids from Responsible Bidders to provide a distribution system within the right of way for both water and sewer capable of serving 345 units, as well as 223 on-site water and sewer hook-ups including septic system abandonment, well modifications, well abandonment and other associated water/wastewater utility work involved with bringing water/wastewater services to the Biltmore ‘C’ neighborhood.

091-19 (ITN) Process Tank and Class IV Lift Station Cleaning Services

The purpose of this Invitation to Negotiate (ITN) is to evaluate and select a vendor that can provide JEA Process Tank and Class IV Pump Station Cleaning Services to remove and dispose of floating and solidified fats, oils, grease (FOG), grit and other entrained debris from various Process Tanks at Water Reclamation Facilities and Class IV Lift Stations. Process Tanks include, but are not limited to, Wet-wells, Aeration Basins, Primary and Secondary Clarifiers and Sequential Batch Reactors and Digesters. The accumulation of these residuals in the process tanks and pump stations can become malodorous, interfere with pumping operations and exacerbate the risk of a sewage spill or overflow.

093-19 (IFB) Installation of Automatic Transfer Switches at JEA Lift Stations

JEA is soliciting Bids from contractors (hereinafter referred to as “Company”) for the installation of twenty-two (22) Automatic Transfer Switches (ATS).

The Company shall Install ATS equipment supplied by JEA, setup and test, self-contained, Automatic Transfer Switch (ATS) as specified herein and according to established JEA Standards (https://www.jea.com/Engineering_and_Construction/Facilities/ ).  The Companies will be required to visit each location verifying unit configuration, materials required for installation and any modifications to site required to install the unit. Site visits will be scheduled by project administrator for all twenty-two (22) locations over a consecutive two day period.  All materials shall be new unless specifically called for otherwise.

094-19 (ITN) Property and Casualty Insurance Brokerage Services (Cyber Insurance Only)

The purpose of this Invitation to Negotiate (the "ITN") is to purchase the following brokerage services for Property and Casualty Insurance Brokerage Services (Cyber Insurance Only) for JEA from the Respondent (hereinafter sometimes referred to as “Company”).  JEA shall allow an annual brokerage service fee to be included in the total response price up to a maximum of ten percent (10%) of the cost of coverage.

096-19 (IFB) Walnut Street Gravity Sewer Replacement

The purpose of this Invitation for Bid (IFB) is to evaluate and select a qualified contractor to replace the existing 60-inch Reinforced Concrete Pipe gravity sewer main located along Walnut Street with a new 36-inch PVC gravity sewer main located along Liberty Street from East 27th Street to East 16th Street. The contractor shall provide all labor and material to install approx. 2,700 linear feet (LF) of 36-inch diameter gravity sewer trunk line and nine 6 foot diameter precast concrete manholes, 530 LF of 20-inch PVC force main, remove and replace approx. 760 LF of 8-inch gravity sewer by the open cut method and 105 LF of 54” steel casing by the jack and bore method. Upon completion of new gravity sewer main installation, the Company shall provide all labor and material to abandon in place approximately 3,500 LF of 60-inch diameter gravity sewer.

098-19 (IFB) NGS Unit 3 Feed Water Heater Level Controls Upgrade

The purpose of this Invitation for Bid (the "IFB") is to evaluate and select a Supplier that provide JEA with a turnkey upgrade of the Unit 3 Feed Water Heater Level Controls at Northside Generating Station (the "Work" or "Services").

Project start: November 3, 2019 (Date the Company will access to the equipment to commence work)
Duration: 3 – weeks

NGS Unit 3 Outage is Scheduled to Start November 1, 2019, this date may be adjusted until September 30, 2019.  In no event will the Outage start prior to October 15, 2019 and no later than November 30, 2019.

099-19 (ITN) NGS Boiler Refractory Repair Services

The purpose of this Invitation to Negotiate (ITN) is to evaluate and select a contractor that can provide refractory repair services for JEA’s Electric Generating Stations.  

The Scope of Services includes, but is not limited to, furnishing all supervision, labor, materials, tools, equipment, consumables, and subcontractors necessary for refractory installation which includes:  

  • Brick mason work and anchor installation.
  • Pour casting.
  • Pneumatic gunning.
  • Spray applications.
  • Materials & equipment receiving, unloading, hauling, staging and storage at designated locations.
  • Qualifications Testing (both material and applicator) and the performance of other associated operations for all material, structures, equipment and accessories described herein.

101-19 (IFB) Lift Station Relocations 7443 Richardson Road and 7221 Rhode Island Drive

JEA is soliciting Bids from Responsible Bidders to relocate the lift stations off private property and/or remove them from environmentally sensitive areas, thus allowing O&M crews better and safer access. The Contractor will furnish and install the in-ground piping, structures, and make the connections as indicated on the drawings and as described in the Technical Specification. It is JEA’s intent to install the mechanical and electrical equipment and make the final influent and effluent connections. Provide material and perform the work in accordance with JEA’s current standards. Armorock Polymer Concrete structures are not required. All work shall be done in accordance with the January 2019 Edition of JEA Water & Wastewater Standards Manual.

103-19 (IFB) Sale of a JEA Owned Land Parcel at Atlantic Blvd and Southside Blvd (9201 Atlantic Blvd.)

The purpose of this Invitation to Bid (IFB) is for JEA to obtain quotes for the third party purchase of a parcel of property located at Atlantic Blvd. and Southside Blvd. being 9201 Atlantic Blvd., which, is approximately 5.98 acres in size. Reference: Tax Identification number RE#: 123041-0000, Duval County as shown on Exhibit A of the Purchase and Sale Agreement.  JEA is reserving a Utility Easement which is shown on Exhibit A-1 of the Purchase and Sale Agreement and attached as Exhibit B to the Special Warranty Deed.  The appraised amount of $4,033,750.00 shall be the minimum response offer that JEA will accept.
