1410470046 (RFP) Supplemental Vegetation Management Crews
JEA’s general plan will be to employ 3 – 5 crews (2 man – bucket truck and a model 1500 (or equivalent) pull behind chipper), on a forty hour a week time and equipment rates (T&E) basis to provide coverage for additional supplemental vegetation management services over the three (3) year contract term and if needs provide emergency storm support services.
Any Company, currently under contract for continuing services may not bid on this scope of work. JEA is processing this secondary services solicitation for diversification and to develop a secondary support service contractor for Storm and Emergency events.
This Work shall consist of furnishing all labor, equipment, and material necessary for Line Clearance of all designated JEA electric, water, and wastewater facilities, in accordance with the requirements of this specification. The location of the Work shall be any job site within the boundaries of JEA’s service territory. This includes, but is not limited to, urban, suburban, and rural environments, work within the travel way of single and multi-lane roadways, wooded rights-of-way, plants (power, water, wastewater), electric substations, lift stations, well sites, timberland, and near commercial and industrial facilities. No minimum quantities are guaranteed.

1410434646 (RFP) General Engineering Services for Water Wastewater and Reclaimed Water Projects
The purpose of this Request for Proposal (RFP) is to select a Qualified Proposer that can provide professional design and engineering services for water, sewer and reclaimed water projects at JEA plants and pump stations. JEA intends to award up to ten (10) contracts to the ten (10) most highly qualified firms that meet the minimum qualifications to submit a Response and with which JEA is able to successfully negotiate a contract. JEA anticipates needing up to ten (10) contracts to meet its future demand for this type of work that JEA may not have the manpower or expertise to handle internally. The work is generally described as performing engineering and design services as requested from time to time by JEA for water, sewer and reclaimed water projects for which the estimated engineering fees and construction costs are within the threshold set forth in Florida Statutes Section 287.055, known as the Consultants' Competitive Negotiation Act (CCNA), as amended.
The scope for specific projects may include, but are not limited to:
- Surveys
- Geotechnical investigations
- Design services for wells, water plants, wastewater plants, reclaimed water facilities, wastewater pumping stations, district energy systems (DES); including new facilities, plant modifications, rehabilitations, replacement, upgrades, etc.
- Detailed design and engineering reports for water, wastewater, reclaimed water, and DES facilities including ancillaries. Reports will contain associated engineering calculations, graphs, etc.
- Emergency design work
- Basis of design reports, process flow diagrams, P&IDs
- Design drawings
- Specifications
- Bid document preparation and bid assistance
- All permitting activities and applications for construction
- Process (Biowin) modeling, hydraulic modeling, stack emissions modeling and mixing zone modeling
- Site work and landscaping design and engineering
- Stormwater design and engineering
- Architectural design
- Electrical power, control, instrumentation, SCADA, HMI, and software design and engineering
- Marine construction design and engineering
- Engineering studies including alternatives analyses, cost estimating, future growth, plant analyses, wetlands studies, outfall studies, operations and maintenance efficiency, optimization and troubleshooting, plant assessments, enterprise asset management assistance, project definitions, plant evaluations, evaluation of new technologies, pilot plant design, installation and operation, well design, operation and optimization, and other plant related studies
- Services during construction including scheduling, shop drawing review and construction inspection, and as-builts preparation.
- Sampling and laboratory analyses for parameters corresponding to the appurtenant facility
- Compliance with the JEA project delivery management system including design stage drawings, specifications, cost estimates and calculations.
Not every project will include all aspects listed. A separate scope description will be issued individually for each project. Up to ten (10) Contracts Awarded will be for three (3) years with two (2) optional one (1) year renewals.

1410432846 (IFB) Construction Services for the Southwest - 5404 118th St. and 6217 Wilson Blvd. - Class III/IV Pump Station Upgrades
The purpose of this Invitation for Bid (IFB) is to select a Responsible Bidder to furnish labor, materials, and equipment to complete the rehabilitation of the Southwest-5104 118th St. and 6217 Wilson Blvd.-Class III/IV pump stations. The pump stations were constructed in the early-1970s and 1980s respectively. The majority of the equipment and systems at the facility are the original equipment which has reached or is nearing the end of its useful life. Corrosion is excessive in many areas of the pump station facilities including the influent splitter box, the wet well area, and within the electrical equipment in the motor room; accordingly, structural repairs and equipment replacement are necessary. Improvements are also necessary to replace non-functional or inefficient equipment including influent and wet well flow control, and ventilation. Additional improvements are needed for safety including installation of guardrails along the raised loading dock areas. Additional information can be found in Appendix A - Technical Specifications.

This project includes remodeling current administrative areas, with a buildout for new administrative office space in Bay One of the vehicle processing shop. The contract will include demolition of existing wood framed walls and ceiling, installation of metal stud and gypsum board partitions, plumbing, ACT grid and light fixtures, HVAC, VCT flooring, Fire Sprinkler system, sanitary sewer system replacing old septic system, upgrades to electrical circuits and outlets for the office area and conference room.
Construction is expected to take 180 days from start to finish due to phasing of work and relocating fleet assets in parking area throughout facility. JEA intends for construction to start by January 1, 2022 and must be 100% completed by July 1, 2022.
