97201 (ITN) Improving Driver Behavior/Reduction of Vehicle Related Incidents

JEA is seeking Responses from qualified firms to provide combined classroom / in-vehicle driver improvement training for a pilot group of 80 to 100 students.  This training should focus primarily on driver skills, techniques and behaviors related to prevention of vehicle related incidents.  Examples include but are not limited to:  decision making, safe following distances, use of turn signals, distracted driving, blind spots, parking and backing.  JEA desires a training that encompasses both classroom and in-vehicle/on the road components.  Classroom training should identify driver expectations and in-vehicle training should include the student demonstrating their current driving habits and behaviors, instructor critique, instructor demonstration of optimal driving behaviors and a second student demonstration of driving behaviors where the instructor evaluates comprehension of training.  JEA is seeking a one (1) day, eight (8) hour course.  The recommended course content is provided in Appendix A – Technical Specifications.

97200 (RFQ) Northside Generating Station (NGS) CSU Emergency Generator Replacement

JEA is soliciting Bids from contractors for the supply and installation of one (1) generator (the “Work”).  JEA will award (1) Contract with a pre-qualified company only.  The local pre-qualified companies are as follows:

• Ring Power Corporation
• Cummins Power South, LLC
• Zabatt Inc.

The Contractor shall furnish equipment, install, and test a complete, self-contained, automatic standby emergency generator system as specified herein and according to established JEA Standards except where the standard would make it impossible or impractical to interface with existing equipment. Any deviations shall be discussed and approved with JEA project manager and engineer.

97182 (ITN) Advanced Meter Infrastructure (AMI) Consulting Services 2019

The purpose of this Invitation to Negotiate (the "ITN") is to evaluate and select a vendor that can provide consulting services for a strategic roadmap for JEA to deploy an Advanced Meter Infrastructure (AMI) that helps achieve the strategic goals of implementing capabilities and services consistent with being a Smart City and a Smart Utility, and provide the best value to JEA (the "Work" or "Services").  "Best Value" means the highest overall value to JEA with regards to pricing, quality, design, and workmanship.

 

JEA is seeking a Smart Utility/Smart City consultant to assist with the development of a plan that will identify options concerning the current AMI and transition to a next-generation system.  First the identification of JEA’s current state and then the characterization of the future applicability and life cycle for each of the components (head end systems, collectors, concentrators, electric and water endpoints). Next, an assessment of the pricing structure of the current AMI contract as compared to the market for the current AMI vendor as well as competitors. Thirdly, a detailed technology assessment and cost projections for transitioning to an AMI that includes specific JEA criteria. Known criteria are to have an AMI that incorporates multiple communication protocols, including the current data transport modes, that enables the use of open standards and vendor-agnostic endpoints. Endpoints may be traditional smart electric and water meters or sensors such as those that provide supervisory information and command capabilities for JEA’s electric and water/waste water distribution systems and other capabilities associated with a Smart Utility and Smart City applications. Such applications include:


• Automated Meter Reading- water and electric
• Meter Remote Connect and Disconnect- water and electric
• Meter Outage Management System
• Electric Distribution system monitoring and control
• Demand Response/ Home Energy Management System
• Distributed Generation
• Battery Storage
• Water Distribution system monitoring and control

• Electric Vehicle Charging

• Other capabilities

The Consultant will be required to make an in-person presentation of this deliverable at JEA Headquarters in Jacksonville within 90 days of the notice to proceed.

The purpose of this Invitation to Negotiate (the "ITN") is to evaluate and select a vendor that can provide a Debt and Investment Software as a Service to enable tracking of an unlimited number of debt and investment securities with regular principal and interest payments based on an amortization schedule.

JEA’s expected benefits include but are not limited to:
• Ability to accurately track fixed and floating rate securities and interest rate swaps

97154 (RFQ) RENOVATION OF CEDAR BAY DISTRICT II BUILDINGS 1 & 3

This contract is executed between JEA and the General Contractor to perform HVAC, Lighting, Millwork, Ceiling Grid and Bathroom renovation services including, but not limited to: demolition of existing fixtures, installation of new LED lighting, ceiling tiles, cabinets, new fixtures, replacement of flooring, patching and painting walls, plumbing, installation of water heater, duct work and air conditioning system. The Contractor shall execute work in a timely manner. Deadline for completion of work is September 6, 2019. JEA may take action to perform work in house and, thereby, reduce Contractor workload. These specifications are not intended to supersede Federal, State, or local regulations to which the Contractor must comply.

97153 (RFQ) Storm Restoration Services Tree and Vegetation Clearing Along Transmission and Distribution Access and Rights of Way

The purpose of this solicitation is to qualify and contract with companies that can provide tree and vegetation removal services, post storm event in the JEA service territory (the "Work" or "Services").
The Qualification period for companies executing restoration tree contracts is one (1) year, for the 2019 calendar year, (storm season is from June 1 through November 30, 2019).

JEA currently has a contract with Trees Inc. for typical operational tree and vegetation clearing along transmission and distribution access and rights of way.  Debris removal from the site IS NOT included in this scope of work.  This contract is scheduled to expire December 31, 2019.  Trees Inc. also provides storm restoration tree and vegetation removal services, however; JEA seeks to supplement storm restoration tree and vegetation clearing services by qualifying and contracting with additional companies that can demonstrate capability to support, on a large scale, clearing of trees and vegetation to support restoration services.

The purpose of this Request for Qualifications (RFQ) is to qualify emergency response companies during the 2019 Hurricane Storm season (June 1, 2019 to November 30, 2019) that can provide overhead electrical distribution construction, repair and recovery services, including pole removal, during and after an emergency event occurring in the JEA service territory. 97069 (IFB) NGS N03 Inverter & Battery Charger Replacement Specifications

JEA is soliciting Bids for inverter replacement services.

 

The bidder shall provide one (1) complete standalone inverter static switch system (ISS), as specified herein, and hereafter referred to as the "ISS", to provide continuous, regulated AC power to critical loads under normal and abnormal conditions, including loss of the utility DC power.  The ISS shall use state of the art PWM technology.

The bidder shall provide two (2) battery chargers as specified in section 3 of the specifications.

The following shall be furnished along with the equipment:

The purpose of this Invitation to Negotiate (the “ITN”) is to evaluate and select a vendor that can provide comprehensive Employee Assistance Program (EAP) services at the best value to JEA (the "Work" or "Services").  "Best Value" means the highest overall value to JEA with regards to pricing, quality, design, and performance.

JEA is seeking a provider for comprehensive internal and external Employee Assistance Program (EAP) services providing up to 10 sessions per year to JEA employees and family members.  The program shall be designed to offer free assessment and crisis counseling for a wide variety of problems which may be affecting an employee’s job performance.  These services will include counseling in areas of alcoholism/substance abuse, tobacco cessation, family difficulties, stress and stress related problems, gambling, monetary concerns, financial problems, family violence and other personal difficulties that affect our employees.  Additional information can be found in Appendix A – Technical Specifications.
