Riverview Water Main Installation Projects

Property owners that are eligible for connection to the new water system will be notified by letter following the completion of construction in each phase. No. Connection to the JEA water system is voluntary. 

See if you qualify for the City of Jacksonville’s Utility Tap-In Program (UTIP). This program offers deferred payment loans to assist low to moderate-income residents citywide with water line connection fees and associated plumbing costs. The loan does not have to be repaid if you live in the home for an additional five (5) years.

UTIP will pay the permit fees, JEA fees, and secure a plumbing contractor to complete the connection to the JEA line.

A JEA residential meter application and payment would need to be submitted to the JEA Water and Sewer Pre-Service Department located at 21 W. Church Street (JEA Central Business Office downtown). It is common practice for the plumber you hire to submit both the JEA application and payment on your behalf. Please make sure to verify this with your licensed plumber at the time you agree to a contract

The costs are broken down on the enclosed meter application. For example, the cost for a ¾-inch meter would be $1,458.83. This includes the water meter and meter box that protects the meter once it is installed. The City of Jacksonville has paid the water tap fee ($610 for ¾-inch tap) as part of the Riverview project. Property owners WILL NOT be responsible for this fee. Do not pay this amount to your certified plumber.

Usually, all JEA fees are required to be paid up front. However, payment arrangements will be considered on a case-by-case basis for residents within the Riverview project area (provided your credit rating is good with JEA).  Please contact JEA Project Outreach at 904-665-7500 for more information.

A licensed plumber can assist you with determining the proper size meter for your home. Most homes in the Riverview area will require a ¾-inch meter. 

Yes. Property owners (verified through the Property Appraiser’s Office) may perform the connection on private property provided all State of Florida plumbing codes are followed and conditions outlined by the City of Jacksonville have been met.

Yes. Property owners(s) can continue to use private wells for outdoor use and non-potable purposes, provided a backflow prevention device is installed. The backflow prevention device should be installed within 10-feet of the JEA water meter, on private property.

Yes. If you wish to abandon your well, please contact the COJ Building Inspection Division at 904-630-1100 for additional requirements.

A backflow preventer is a mechanical device used to protect potable water supplies from contamination by preventing water from entering the public water supply. 

It depends on your plumber. A broad estimate is between $200 and $500. The state requires that homeowners have the device tested every two (2) years by a certified plumber. Yes. Property owners or a private, licensed plumber, will need to obtain a City of Jacksonville plumbing permit (currently $64) prior to work. JEA cannot make recommendations on plumbers.

Once JEA fees have been paid, JEA will deliver and install your new water meter within 2 working days.

No, JEA will not complete work on your private property. A plumber must make the connection.

• Be sure to get a break down cost for comparison purposes (labor, materials, permits and fees)
• Ask for references
• Check the Better Business Bureau
• Make sure to get a signed contract
• Do not pay all the costs up front

Only you or a plumber can determine if the quality of the pipes inside your home can tolerate a higher water pressure. Your plumber will be running brand new lines from your home to the street and then will be connecting your home to a brand new water main line. The pressure will be greater and if the pipes inside the home are old, they may not tolerate the increase in pressure. 

Once connected to the water system, the new water charges will be added to your current JEA bill (in addition to your monthly electric charges).  

The basic monthly charge for a ¾-inch meter is $18.90. You will also be billed for your water consumption, which is billed on a tiered basis.
